This indicator shows "high-volume" criminal justice system users: violent offenders, defined as those who have committed Homicide, Robbery, or Aggravated Assault who have had at least two other encounters with the criminal justice system in the past 12 months as a suspect, victim, or witness (excluding those who are only witnesses), by their neighborhood.
